UNITED STATES POLICY UNCHANGED
(Rec. 12.20 p.m.) WASHINGTON, July 11. President Roosevelt pointed out that there is no change of policy. His Government is not recognising the French Committee as the provisional Government in its capacity as do facto authority. De facto authority simply meant that the committee will exercise the authority of an administrator and will be recognised as exercising it, but from the United States viewpoint it will not diplomatically and politically govern.
