President Roosevelt stated at his Press conference that the United States had decided to accept General de Gaulle and the French Committee as the actual working authority for the civilian administration of liberated areas in France. General Eisenhower would eontiuue to have complete clear-cut authority over all military questions in. France and would decide when any given part would be ready for civilian government. The United States would be prepared to use as a basis for further relations with the French Committee the recent plans for the restoration of civil administration which were worked out by the French and British, and which required further negotiation.
