SOVIET-CZECH AGREEMENT (Rec. 12.40 p.m.) LONDON, May 8. A Soviet-Czecho-Slovakian agreement on civil administration in Czechoslovakia during Russian liberation has been signed an London. It provides that the Czech Government will take over full exercise of public authority as soon as any part of the liberated territory ceases to • 'be a war zone. In the meantime Soviet or Allied forces on Czech territory, are amenable to the jurisdiction of the Soviet or the Allied Commander-in-Chief, and all Czech armed forces and civilians are amenable to Czech jurisdiction.
