GROWING DISORGANISATION LONDON, July 13. Reports from Italy indicate growing disorganisation, says Tass Agency, Moscow. Newly-appointed prefects in a number of southern cities were unable to ensure the normal functioning of and. tendered their resignations. One prefect said that when lie arrived the city offices were almost empty. The panic-stricken officials had fled, many leaving the city for the country.
Thousands of local residents, especially women with children, gather outside city offices demanding either food and shelter or that they should be evacuated to the north.
