The United States informed Tokio in a forceful and bluntlyworded Note that she was finding it increasingly difficult to reconcile herself with the trade situation which the Japanese had created in China. The Note lists arbitrary illegal acts to the detriment of the United States, and contrasts Japanese promises with performances, and asks for prompt measures to maintain the open door in China. The Note was delivered to Tokio on October 6, and has just been made public. It is not revealed whether Japan replied. Presumably she did not, despite the sharp concluding paragraph: "The Government believes that in the interests of relations between the United States and Japan an early reply would be helpful.” The Note asked for discontinuance of exchange control in those parts of China controlled by the_ Japanese, discontinuance of monopolistic or preferential Japanese projects; discontinuance of Japanese interference with American property and other rights, including censorship of mail, and restrictions upon residence, travel, trade, and shipping.
