Technical 'School Teachers’ Association opened to-day. , ,■ , The functions of the technical colleges were covered by Mr L. R. R. Denny in his presidential address, and art and education formed the subject of an important section of it. He suggested that the present need was a functional approach to art, a return to practical arts and crafts to learn from them the essential relations of art to social life and progress.
