(Received February 24, at 11 a.m.) President Roosevelt has intensified the secrecy surrounding the navy manoeuvres. Reporters and photographers are banned. This coincides with the decision to extend the manoeuvres to the far south-west Pacific for the first time, in the vicinity of the Japanese mandates.
