(Received February 14, at 8 a.m.) Considerable hopes are entertained that next week’s meeting of the Chairman’s sub-committee of the Non-inter-vention Committee may reveal further progress towards overcoming outstanding obstacles to the acceptance of the plan for the withdrawal of volunteers from Spain. By that time it is hoped that the representatives in London of the Powers chiefly'concerned will have received from their Governments observations on the communications made to them recording interviews during the current week with Mr Eden or Lord Plymouth. _
