Professor Noel Hall, professor of political economy in the University of London, in a speech at the Empire Conference, said that with a properly coordinated Empire policy the colonies and dominions, particularly Australia, could provide an increased market for industrial products from countries whose standard of life is so low that Britain cannot compete. This increased consumption would relieve other markets from cheap competition. Australia, which had steadily expanding exports to the Far East, would need in future even wider outlets for her products. Her trade diversion policy clearly indicated that Australia meant to get them.
