In passing the Industrial Conciliation and Arbitration Amendment Bill At one sitting the House of Representatives disposed of an important Government measure to-day. As a preliminary it had put through all stages several local Bills which were not contentious j and there were no serious differences of opinion over the arbitration measure, for the Minister presented details of the court’s hopeless condition of arrears in meeting its obligations to consider awards and compensation cases, thus fully justifying the main provisions of the Bill, those of constituting an additional temporary court, and enabling its powers, including those of considering awards, to be delegated to stipendiary magistrates. The latter provision was contested by Mr Hamilton, Leader of the Opposition, but’ he failed to carry his point, and the Bill passed exactly as it came from the Labour Bills Committee.

• The Dunedin District Drainage and Sewerage Amendment Bill, in charge of Mr Munro, has been reported upon by the Local Bills Committee of the House of Representatives, which recommends that it be allowed .to proceed. The large number of verbal amendments made do not affect the provisions of the measure, authorising additional loans up to £200,000 and validating certain debentures issued by the Drainage and Sewerage Board.

The Labour Bills Committee of the House-has recommehded;r,that the New Zealand Institute of Clerks of Works Bill, in charge of Mr Chapman; (Wellington North), should not; be allowed to proceed. The committee suggests that the. Government should take the subject matter of the measure into consideration after the report of the Building Code Committee of the Standards Institute has been presented to it. This Bill had sought statutory authority for the establishing of an Institute of Clerks of Worics, imposing a -qualification for membership and registration, and providing that preference of employment for registered clerks of works be given for supervision of all constructional work of buildings where this is required under the by-laws of any local authority.
