COUNCIL S MONTHLY MEETING The Peninsula County Council met yesterday at Portobello. Present wore the chairman (Or 11. Macandrew), Crs D. J. S. Robertson, J. Cross, J. J. Nyhon, T. S. Edwards, J. W. Harbrow, W. D. Stewart, and J. T. Irvine DIMMING OF LIGHTS. The view of the council that the local by-law dealing with the dimming of lights by motorists proceeding towards the city on the Lower Porotohello road should be retained was the subject of a letter from the Commissioner of Transport, who wrote that the general policy for achieving safety on this road was through the application of the general dimming requirements laid down in the regulations. “ This particular case,” ho pointed out, “ was submitted to the Minister of Transport (Mr Semple), who considers that it would be contrary to the general policy to permit such a local by-law. The main difficulty appears to lie in the definition of the edge of the roadway at night. This matter has been taken up with the Main Highways Board, which now advises that the conditions would he satisfactorily met by the placing of white traffic lines on both outside edges of the pavement. To that effect the board intends to advise as soon as possible whether this idea will be feasible.” . , The communication was received without comment.

SUBSIDIES FOR COUNTY ROADS. Advice that the following amounts had been provided for in the Main Highways estimates for highways under the council’s' control during the ensuing year was received from the Mam Highways BoardDunedin-Portobello high road (£3 to £1 subsidy), £1,500 (maintenance) ; Dunedin - Portobello■ low road, reconstruction and sealing (£3 to £1 subsidy), £3,600 (improvements) : Dunedin - Portobello - Otakou road (£3 to £1 subsidy), £1,125 (maintenance) ; Dunedin-Highchif road via Tomahawk (£3 to £1 subsidy), £450 (maintenance). CORRESPONDENCE. The excessive speed of cars through the Marine Parade was complained of by the North-east Harbour Ratepayers’ Association. There was a large number of children living near this road, it was pointed out, and the suggestion was made that a notice board be erected requesting drivers to be cautious. —The council agreed that the suggestion was opportune, and the notice board is to be erected. An application by Mr K. Nisbet (Dunedin) to install- a septic tank on his property at Grant’s Braes was ■granted, subject to the usual statutory conditions being observed. To obviate loose metal on the lower Portobello road being flung to the side, Mr J. P. Wilson (Lower Portobello) suggested that the council approach the Highways Board to bind the surface with tar.—Received. A donation from the council to the Far East relief-fund was asked for by the joint council of the Order of St. John and the New Zealand Red Cross Society, which also commended the appeal to the employees of the council. —-it Gcg! v ©d. A decision to recommend the declaration of the Otakou-Harrington Point road, a length of one mile six chains, as a main highway was the subject of advice from the Main Highways Board, —Received. , A cheque for £l4, part profits of the Money For Home art union,- to be used for the relief of distress generally at Portobello, was received from the treasurer of the art union. Permission was asked for by Mrs M. W. Hislop to form a path to -gam access to her property at Grant’s Braes. —Granted. WANDERING CATTLE.

The ranger (Mr E. Campbell) reported that during October . he had found 28 cattle wandering on. roads in the Cape Saunders Riding. ENGINEER’S REPORT.

The county engineer (Mr S. G. Paterson) reported that the following work had been carried out during the month in the county. • Otago Heads Biding.—The metalling of the main road was no.w practically completed, and the crusher was available for other work. A contract had been prepared' and submitted to the Public Works Department for the rebuilding of the road to the lighthouse, the road being damaged by slips. Portobello Riding.—Water tables had been cleaned on Lewis’s road. Ruts had been filled on the Portobello-Wick-liffe Bay road. Patching of potholes and water table cleaning had been done on the Portobello-Cape Saunders rond, Papanui Inlet road, Hooper’s Inlet road, and Hooper’s Inlet School road. Sandymount Riding.—Two small washouts on the Riddells-Hooper’s Inlet road were walled and filled. Slips on the High road had been repaired. Highcliff Riding.—Water tables had been cleaned on the High road and on Crafgie’s road. Tomahawk Riding.—A cut out for water had been formed in Glen street and paved with stone. Broad Buy Riding.- -Water tables bad been cleaned on Luss road in Helensburgh Townsaip, and in Colquboun street. North-east Harbour Riding.— Water table cleaning and maintenance work was done in Marion street. Marine Parade, and District road.

Grader.—The grader had been employed on the following roads:—High road, 28 hours; Tomahawk main road, 13 hours; Portobello-Otakou road, 30 hours; Otakou-Harrington Point road, 1 hour; Portobello-Cape Saunders road, 8J hours. The report was adopted.
