FURTHER TROUBLE BREWING IN AMERICA DEPARTING SHIPS DELAYED Press Association—By Telegraph—Copyright SAN FRANCISCO, February 12. Another Pacific shipping tie-up i s threatened as a result of the refusal of the seamen to accept continuous discharge books. Two ships have announced a delay in their departure of 24 hours. Three maritime unions have obtained a temporary injunction from Judge Roche to prevent the enforcement of the Copeland Act. Mr Lundenberg charges the Government with having double-crossed the workers in failing to keep its promise to withhold the enforcement pending the action proposed. The charges are now before Congress and Senator Copeland.
