The German Foreign Office has replied that the agreement was only intended to promote trade, between China and Germany. Japanese correspondents in China declare that under the agreement Germany undertakes to provide China with a large quantity of munitions, including anti-aircraft guns, mortars, and tanks, accepting payment over a period of from four to six years in raw materials.
