Weather Bureau officials declare that Victoria is emerging from one of the longest periods or incessant rain, which interrupted most of the sporting fixtures, telephone and telegraphic com-' municatioris, and aerial services. Enormous damage has been done to roads and bridges. The low-lying areas at Kensington and Footscray and along the Yarra River are completely submerged, and the flood waters have invaded homes and gardens.
