QUESTION OF NAVAL AGREEMENT DEPENDENT ON JAPAN Press Association—By Telegraph—Copyright MOSCOW, May 24. (Received May 25, at 1.30 p.m.) M. Radek, in an article in ‘ explains that the Anglo-Russian naval agreement depends on Japan’s willingness to conclude a similar treaty with England and the non-inclusion of the Soviet’s Far Eastern fleet in any agreement. Russia is striving to agree with Japan on naval limitation, pending which she cannot limit her Far Eastern fleet or supply information on it, owing to Japan’s breach of the Washington Treaty and her withdrawal from the London conference. Russia must rebuild her fleet, owing to the failure of the conference, the steady increase in tile naval armaments of other Powers, and the loss of nearly the entire Russian navy in the Great War, necessitating safeguarding the Soviet against the growing navies of States which openly proclaim, a struggle against Russia.
