SUGGESTED ALTERATIONS CONFERENCE IN FEBRUARY For the purpose of considering suggested alterations by Mr A. M. Ouglov,*pf Manawatn, to the constitution ot the New Zealand Rugby Union, a special meeting of the Committee ot Management of the Otago Rugby Union was held last night. There were present the president (Mr J. B. Wootton, in the chair) and Messrs D. C. Jolly, A. H. Cameron. S. G. Styche, A. Haynes,. H. Perry, W. Alexander Douglas Spedding. T. O’Shea, V. G. Cavanagh, H. Harris, and D. M■Stuart. , A letter was also received from the Canterbury Union suggesting that a conference should be held in Christchurch on Saturday. February 1, to consider the proposals. Mr Ongley suggested that the football affairs of the Dominion should be controlled by an executive of 12 elected by the delegates to the annua! meeting of the New Zealand Union, the candidates for such executive to be nominated from the various unions and the executive to meet ’ periodically to conduct the business of the union. A small, or inner, executive would be appointed to advise the larger executive and to carry out its- decisions. Mr Spedding said that the idea was to bring the unions into closer touch with the management of the game in the Dominion, and to restrict the powers of the Management Committee of the New Zealand Union, as at present constituted. The secretary pointed out that the president of the New Zealand Union would be appointed as at present and would be ex officio chairman of the executive of 12. He said that at present the Management Committee ot the New Zealand Union consisted of seven members and a treasurer. Jt was stated that the larger committee would meet, say three times .in the year at such time and place as might be decided on. The proposal was that the inner committee should consist of not less than three and not more than five. . In a general discussion it was pointed out that unions were not made acquainted with* the visits of overseas teams until after the' arrangements had been completed by the New Zealand Union. Mr Spedding said that they had been promised by the Management Committee some time ago that unions would be informed beforehand of proposed overseas visits, but the promise had not been fulfilled.

Mr Harris held that they had no guarantee that there would be any change in the conditions under the new proposals. He thought that the Now Zealand Union had had to complete an overseas programme, already decided on. and that that was-why the promise had not been fulfilled.

Mr Cavanagh said that he was convinced that they wanted a different system of control from that which had obtained in tho nast. There was no doubt that their club football was being pushed into the background in favour of what he might term overseas star attractions. Mr Harris said it seemed to him that the Inner Committee would ultimately have the major part of the work thrust on it, and that thev would simply drift back to the old state of affairs. They knew that the minor unions considered that their players _ did not receive proper consideration in the selection of New Zealand teams, and that was one of the factors which had prompted the present move. _ Mr Ongley was a member of a minor union. Mr Stuart said that it would be a good thing if they were given full reports of the meetings of the Management Committee ! of the New Zealand Union. They would then he kept in closer touch with the doings of the governing body. It was decided to appoint Mr Harris to represent the union at the conference in Christchurch, with the understanding that the union should not be committed in any way.
