FRENCH NOTE TO GERMANY press Association—By Telegraph—Copyright GENEVA, March 28. It is disclosed that in the FrancoGerman exchange of Notes on February 28 regarding the demilitarisation of the Saar, the French Foreign Minister (M. Lava!) emphasised that, owing to the characteristics of. the Black Guards, Storm Troops, and compulsory Labour formations, France would be compelled to enter the fullest reservations regarding their presence.
