CHINA AND TIBET CALCUTTA. September 13. The Chinese political mission to Lhasa does not appear to be meeting with success. The Tibetan National Assembly declined the offer of a seal and title for the late Dalai Lama from the Chinese Government on the grounds that the seal might betoken Chinese authority over Tibet. Chinese delegates posted notices in the streets of Lhasa extolling the benefits which Tibet would gain from reliance on the Chinese Government, and family unity among the “ five nations of the Empire ” (meaning the Chinese, Manchus, Mongols, Mohammedans, and Tibetans').

News filtering from Turkestan shows that the Chinese have re-established control with the assistance of the Soviet, which supplies arms and ammunition. Bands of brigands are operating in remote parts of the country, Indian merchants’ caravans being among the victims.
