MODIFICATION OF CONSTITUTION URGED PRIME MINISTER FAVOURS BRITISH POLICY Press Association—By Telegraph—-Copyright PARIS. September 25. M. Doumergue (Prime Minister), iu a remarkable wireless address which was broadcast throughout France, proposed that the Constitution be modified in many respects to bring it more into lino with the Constitution of Britain in order to give greater stability to French Governments. In particular real authority should be granted the Prime Minister to enable him to appeal to the people if necessary. It is also essential to separate politics from the magistracy, and thus obtain impartial justice. M. Doumergue suggested that a national assembly be called to revise the Constitution. He explained that when a British Government assumes power it is assured of a long life; hence its authority is also assured to budget within the limits desired, and finally it is assured of a disciplined Civil Service. M. Doumergue conclude by denouncing the campaign for devaluation of the franc, saying that from any international currency depreciation race France would emerge from zero.
