(Received September 8, at 9 a.m.) Conversations are proceeding in Rome and Paris, including several meetings between Signor Mussolini and Count De Chauibrun (French Ambassador at Rome), aiming at a FrancoItalian pact. Reports have reached London that % comprehensive pact has been concluded,, but this was later denied. Neverthe-i less, it is believed that a far-reaching pact is possible, if signed it will be one of the most important safeguards; of European peace for years, resulting in Franco-Italian naval parity, about which an agreement has been sought since the London Naval Conference;
