(Received July 30, at 12.10 p.m.) Aboard the cruiser Houston, Presi dent Roosevelt started to return to the United States to-day. Prior to leaving he made a brief speech at Honolulu, in which he referred to the American military forces in Hawaii as “ an instrument for the continuance of peace. Our policy is for peace, and does not look to imperialistic aims.”
