(Received May 10, at 9.5 a.m.) Determined to stamp out the opium evil and all forms of drug dealing, Chiairg Kai-shek has issued an order to all the Provincial Governments and military organs warning them that all persons found engaged in the manufacture, transport, or sale of narcotics will receive capital punishment. Chiang is prepared to go to any lengths to enforce the order, since fines and imprisonment arc of little avail. He claims that there are 200,000 known opium addicts in ' Kiangsu Province alone. He aims at the total suppression of the evil in that province within six years by striking directly at the persons conducting the trade in narcotics.
