TREATY RESTRICTIONS DEPLORED BY MINISTER Press Association—By Telegraph—Copyright. TOKIO, May 9. Addressing the prefectural governors, Admiral Osumi, Minister of the Navy, said that a complicated situation would arise at the 1935 Naval Conference, which, coupled with the way the Powers were arming themselves, especially preparations in the Far East, was accentuating Japan's future difficulties. “ Our navy at th§ utmost is attempting to make national defence secure,” ho continued. “ Tho forthcoming conference not only concerns tho navy but vitally affects the national destiny, for which reason we must grasp the opportunity to free ourselves of the restrictions of naval treaties and take measures to ensure our security in conformity with the new international situation, to which end the people’s firm determination is essential.”
