The intergovernmental agreement to give effect to the rubber regulation scheme has been signed by representatives of France, the United Kingdom, India, the Netherlands, and Siam. Sir Philip Cunliffe-Lister (Colonial Secretary), in the House of Commons, stated that the consuming interests ■would themselves be invited to nominate an advisory panel to advise the International Committee which will control the scheme, to ensure the fulfilment of the conditions laid down by the World Economic _ Conference, that the willing co-operation of consuming interests must he secured in the work- -• ing of the scheme. Asked whether he had yet received representations from the United States, the Minister said they had had a good deal of discussion with the United States before the scheme came out. ’ Rubber closed in London to-day at l i 7id per lb.
