The Secretary for India (Sir Samuel Hoare) was asked in the House of Commons whether negotiations had yet been commenced between the Governments of Britain and India for a comprehensive trade agreement extending the principle of the Ottawa agreement to include all textiles. It was stated in reply that the matter was under consideration. As a first step the Government of India was seeking to obtain legislative authority for a Bom-bay-Lancashire agreement. The Secretary of State would then consider in consultation with the Viceroy how this and other matters might be related to the, Ottawa settlement.
