(Received February 1, at 12.30 p.m.) A vivid description of the hardships suffered by diplomatic officers due to pay cuts and the shrinkage in the dollar value was placed before a Congressional committee by the State Department when requesting increased appropriations. - The department reported one case of suicide, a case of insanity, and nervous breakdowns. There was an actual lack of money for food. The clothes were threadbare, children were kept out of school, and there were other deprivations among the corps.
