The * Post ’ understands that high Administration are concerned in the sudden chartering by unidentified persons ot about a dozen vessels to load nitrates in Chile for delivery to an unnamed port. The nitrates, presumably, are bound for llussia and Japan for use in the manufacture of munitions. The ‘Post’ adds: “There is only one explanation to the sudden chartering of so many vessels to load nitrates, and that is that both Japan and Russia are planning the intensive manufacture of war munitions.”-
