Therefore, the Inspector-Generalship of the Oversea Forces, which was abolished in a moment of aberration, was a vital post. It was needless to fill it with a Briton. General Smuts or Major-gene-ral Sir Andrew Russell, of New Zealand, would be suitable. Planes, tanks, and mechanisation would only load to confusion unless personal contacts amalgamated spirit and doctrine.
