Cot, the French Minister for Air, at Kiev is striking proof of tho growing Franco-Russian cordiality. Tlie sceno will bo duplicated at Kharkov and Moscow. M. Cot’s visit, closely following that of M. Herriot, indicates a new Franco-Soviet friendship which is bound to affect the European balance of power. France evidently perceives that Soviet friendship will bo a guarantee against formidable resurgences from Germany.”
