MR CHAMBERLAIN'S STATEMENT TAKES A CHEERFUL VIEW Press Association —By Telegraph—Copyright LONDON, December 12. (Received December 13, at 2 p.m.) “I don’t think that we need quarrel with Mr Stimson’s reply,” said Mr Neville Chamberlain at Birmingham. “ We don’t ask for acceptance of our proposal in regard to capital payment at this stage, hut we have reserved the right to advance it when the discussions begin. If the discussions are treated in tlvps usual friendly spirit I believe it will be possible to reach a conclusion satisfactory to Britain and tlie United States.” Referring to Lausanne, Mr Chamberlain said the question of asking payment from Britain’s debtors did not arise at present, but if Lausanne was not ratified' owing to the impossibility of making a settlement with America Britain’s claims upon her debtors would he revived with full force. He added: “ I take a more cheerful view of Britain’s prospects than for many months.”
