SOVIET AND FOOD THIEVES MOSCOW, August 19.'. “ Too much leniency has been shown,” says the Soviet official organ, ‘ Pravda,’ welcoming a new decree inflicting the death penalty for thefts of food. Forty thousand consignments—a total weight of 1,533 tons—were stolen from the Soviet railways during the first six months of 1932, according to the official Soviet estimate. Mostly flour, rice, and other foods were contained in tho stolen consignments. The principal offenders were managers of goods depots, clerks, railway guards, and armed bauds.
