INDIA SITUATION IMPROVED
EVIDENCE OF SUCCESSFUL LOAN ABORTIVE PROPAGANDA DISREGARDED (British Official Wireless.) Press Association—By Telegraph—Copyright. RUGBY, April 29. (Received April 30, at noon.) Reviewing tho situation in India during his speech in tho House of Commons, tho Secretary for India declared that, despite formidable difficulties, its economic and financial conditions wore much better, judged by every standard, than six months ago. Then India could not have borrowed even a small sum in tho London market or in tho money markets of the world, except at prohibitive rates of interest. A few days ago they were able to issue a long-term loan for the considerable amount of £10,000,000 at 4J per cent. The loan, issued at £96, was heavily over-subscribed, and now stood at a considerable premium. Dealing with the political and constitutional problem, Sir Samuel Hoare said there were to-day imprisoned and interned in India 26,600 men and women, but the situation as a whole was better than they might expect, considering the great upheaval going on in other parts of the world. Alluding to the series of charges made about the abuse of the emergency powers and about the conduct of the police, he had gone very carefully into these and had satisfied himself first of all that the powers were being successfully administered; and, secondly, that there was in progress in this country, on tho Continent, and in India very unscrupulous propaganda for the purpose of disparaging British rule and British efficiency in India. The Government had not the least intention of being deflected from its course. They were going straight ahead with tho policy approved by an overwhelming majority in tho House of Commons last December —a policy laid on true foundations of order and progress.
