TEN-YEAR PROGRAMME BILL BEFORE SENATE Press Association—By Telegraph—Copyright. WASHINGTON, February 23. The Senate’s Naval Committed unanimously offered approval of the Hale Naval Bill, which authorises construction up to the London Treaty maximum. but asks for no definite appropriation. It is estimated, however, by its terms, that a ten-year-programme could be laid down at a cost of 98,800,000 dollars. The Democrats and Republicans united in support of the Bill, but are divided on the question when it should be passed. Senators Hale and Watson assert that it should be authorised quickly in order to give the American delegates to Geneva something on which to base more effective arguments than are now possible.
