GOVERNMENT'S REQUEST DECLINED Press Association —By Telegraph—Copyright. SYDNEY, December 22. The Legislative Council, by 45 votes to 44, rejected the Government’s request to restore the State Arbitration Bill for immediate passage. The Government leader said that tho clause on which the Government was insistent was one providing for compulsory unionism. Five of the Federal Labour group voted with the Opposition. ANOTHER GOVERNMENT REBUFF. SYDNEY, December 23. (Received December 23, at 12.10 p.m.) Tho Government was again defeated in the Upper House, when, by 49 votes to 39, tho Chamber decided to refuse to further postpone tho municipal elections from January 2.
