The Government actuary, in his report to the Minister of Health on the third valuation of the assets and liabilities of .approved societies under Health Insurance Acts, states that while the position revealed, is one of some complexity, its predominant feature is the magnitude of the aggregate surplus and the substantial benefits to a large section of the insured population.
