GERMANY'S OBLIGATIONS
PAYMENT DF WAR DEBTS FORMAL APPLICATION FOR INVESTIGATION (British Official Wireless.) Press Association—By Telegraph—Copyright. RUGBY, November 21. The Gorman Government yesterday made formal application to the Bank for International Settlements at Basle for the appointment of the Special Advisory Committee provided for in the Young Plan to make full investigation of her economic and financial position in relation to her obligations. At the same time a consortium of German debtor banks is getting into touch with the Committee of Foreign Creditors on the question of short-time credits, with regard to which the “ standstill ” agreement expires in February', with a view to the holding of an immediate meeting in Berlin’. Those may' he regarded as preliminary moves in preparation for an international conference in the new year on the problem of reparations and debts.
