These include the Railway Commission, the Main Roads Board, and the. Transport Trust. The new measure provides that a new authority be set up to create a transport monopoly, also to provide for the retirement of Mr Cleary as Chief Railway Commissioner, despite the fact that he has still seven years to run under the Act passed by the Bavin Government,
