The Soviet authorities have suspended tho Vladivostock branch of tho Japanese Bank, and havo arrested tho manager and others on tho staff. This action follows a month’s close scrutiny of tho branch’s books. It is understood that tlio bank’s operations interfered with the maintenance of tho official artificial 'rouble exchange rate.
