Addressing cadets at the Moscow Military Academy War Commissioner Voroshiloff ascribed the failure of the Geneva negotiations to the hypocrisy of tho great Powers. He declared that world Imperialists were thirsting lor proletarian blood. At tho conclusion of a violent speech he asked if tho cadets desired _ to put questions After a confabulation the cadet spokesman inquired “Are there any hopes of increasing our bread and meat rations?” M. Voroshiloff replied that tho question was irrelevant, and it was not answered, !
