HEADS OF DELEGATIONS WORK OF COMMITTEES REVIEWED (British Official Wireless.) Press Association—By Telegraph—Copyright. RUGBY, November 5. (Received November 6, at 11.15 a.m.) Tho final consideration of the constitutional aspects of interimperial relations was continued by the heads of the delegations of the Imperial Conference to-day. and progress was made. The question of tho right of a citizen of a dominion to carry an appeal to the Privy Council was discussed at some length and adjourned for further consideration. ' The work was also reviewed of the Committee on Merchant Shipping Legislation, which in tho light of the recommendations of last year’s conference on the operation of dominion legislation, has been considering the methods of attaining uniformity in accordance with the principle of the common status of the nations within the commonwealth, as enunciated by the last •Imperial Conference. A committee under tho chairmanship of Mr W. Graham (president of the Board of Trade) is drafting the result of its labours, which includes agreed reports on the question of the quota as applied to wheat and to other commodities, upon import boards and bulk purchase, and on the various other subjects referred to it.
