(Received August 7, at 11.30 a.m.) The treaty of commerce and navigation between the United Kingdom, and Rumania, which was signed _ at the Foreign Office in London this afternoon, will not come formally into force until ratifications have been exchanged, but letters were exchanged on signature between Mr William- Graham (President of the Board of Trade) and M. Tilea (head of the delegation), in which it was agreed to bring the treaty provisionally into force to-morrow, pending the exchange _of ratifications, which will take some time to complete; otherwise British goods would have become liable to the duties of tho Rumanian general tariff on September 1. By this treaty each party accords to the ships and subjects of the other the most favoured nation treatment in_ all matters relating to commerce, navigation, and industry, the carrying on of business, and the exercise of professions or occupations: . Other provisions of the treaty—which is designed to prepare the > way in_ all respects for closer commercial relations •between the two countries—include one authorising the appointment of Consuls.
