Tlie Institute of Pacific Relations Conference of all the Pacific countries commences at Kyoto on Monday. Outstanding figures are Lord Hailsham, Professors Shotwell, Newton, and Rowell (Canada), and Baron Sakatani and Dr Nitobe (Japan). The executive and principal committees are meeting at Kara, the ancient capital. The executive consists of Dr Greene (America), Lord Hailsham and Mr Lionel Curtis (Britain), Dr Nitobe (Japan), Mr David Yui (China), Professor Rowell (Canada), Mr Atherton (Hawaii), Mr W. B. Matheson (New Zealand), and Mr F. W. Eggleston (Australia). Dr Nitobe (Japan), who was formerly Under-Secretary for the League of Nations, was elected president of the conference and Mr Yui (China) chairman of the executive, which is mainly engaged in discussing questions of constitution and finance. The Research Committe with Professor Shotwell as chairman, is reviewing the results of the past work and planning a continuance of the work of the conference. The main subjects for discussiou are the national clash in Manchuria, China’s foreign relations, security and armaments in he Pacific, the machine age, Oriental culture, and food and population in the Pacific countries. Observers will be present from Russia, France, Holland, Mexico, the League of Nations, and the International Labour Office. A programme of receptions and entertainments is being arranged by the Japanese members and friends. There will be a reception by the Governor and Mayor of Nara, and a visit to the park and shrines has been arranged for this afternoon. Statements by the loaders emphasise the unofficial character of the conference. Its importance will consist of the meeting of the leaders, mutual discussions, and consideration of the research work done. ,
