UNSIGHTLY HOARDINGS

COUNCIL'S SUGGESTED POLICY Unsightly hoardings in residential areas are not likely to be tolerated by the City Council, and at last night’s meeting it was intimated that the General Committee intended bringing before the council a recommendation that it be a policy that hoardings be allowed only in business areas. The committee reported that one application for a license for an advertising hoarding in the South road, near Fitzroy street, and an application for license for lour advertising hoardings on the frontage of property owned by the Dominican Convent, North road, North-east Valley, had boon declined. Cr Begg said that some time hack he had asked Cr Hayward as chairman of the General Committee when per mission' had been granted for the alteration of a certain painting which adorned (.ho approach to the Botanic Gardens from a. painting to a hoard ing. At the previous council meeting, Cr Hayward had given a rambling statement that his committee was going to investigate the matter. This painting had been completely obliterated by various advertisements, and was on the way to being turned into a general hoarding. - Cr Black wanted to know when permission was issued for the erection ot a hoarding between the c.ity and the Brown House in the place known as Hangman’s Gully. Cr .Mitchell said that the committee at its last meeting had decided to submit as a policy to the council that hoardings be allowed only in business areas, hut this had not come up in the present report. The committee, however, was strongly of the opinion that hoardings should not be allowed in residential areas, but. only in business areas. In reply to Cr Begg, Cr Hayward said that the license for this particular place as an advertising sign had expired in December. It bad then changed hands, and the present people, had had notice from the council about it. They had put up an advertisement without permission. Cr Begg: “Meanwhile they are strewing papers all over the footpath, and making work for our Works Department.” Cr Hayward; “That will bo dealt with.” In regard to the hoarding oyer Hangman’s Gully, Cr Hayward said that it had been erected without permission. Cr Mitchell said that the nmtsr cf hoardings being erected only in husiniss areas would be dealt with at the next meeting.
