(Received January 14, at 11.40 a.m.) Official circles are impressed by Mr Kellogg’s new suggestion that if France is agreeable to amend her reply to outlaw all wars instead of only those of aggression, then instead of signing a bi-lateral treaty prior to inviting others to do likewise, there should bo an imitation to an all-Power conference to discuss such a treaty
Downing street opinion does not expect tho least hcsitance on tho part of Britain to participate in a preliminary discussion. Those well informed predict that France will accept Mr Kellogg’s suggestion
