DEBATE EXPECTED TO-MORROW THE PREMIER'S HOPE NOT “ TOO MUCH EMASCULATED,”. [Feom Ooa Paruamenxaiii F-n’oßiM.] WELLINGTON, November I-l. The discussion on tho second reading of the Licensing Amendment Bill will probably take place to-morrow, according to a statement by Mi Coates when interviewed this afternoon. Ho said that if good progress is made to-night, when non-contentious local Bills have first place, the Incensing Bill will come on to-morrow for sure.
