(Received October 26, at 1.30 a.m.) Germany for the first time was represented on the Permanent Mandates Commission. The chairman, in Ins opening address, welcomed Herr Kastl. The remaining meetings, as usual, will be held in private. Tho agenda paper is unimpressive. REPORT ON SAMOA. POSTPONEMENT EXPECTED. LONDON, October 23. (Received October 26, at 1.30 a.m.) The ‘Daily Telegraph’s’ Geneva correspondent hints that while Sir James Parr’s report on Samoa is expected at the end of tho week, the Commission will probably prefer to postpono it until the next meeting, in view of the inquiry at present in progress in Samoa. The correspondent adds that the rumors that Germany made a strong effort to secure a mandate over one of its foimer colonies in Africa is absolutely without foundation.
