JAPAN LODGES PROTEST
PRACTICALLY AH ULTIMATUM INDEPENDENT ACTION MAY FOLLOW. TOKIO, March 28. (Received March 29, at 9,30 a.m.) Two Japanese are now reported to have been killed in Nanking. The Government does not intend landing troops, but has reinforced the ships at all ports with marines, and lodged a protest, practically amounting to an ultimatum, with the Nationalists and Conservative elements. Officials and newspapers are counselling moderation, with stern warning. Independent action may follow disregard of Japan’s frequent warning.
