EXTREMISTS IN CONTROL ALL REGULATIONS DEFIED Press Association—By Telegraph—Copyright SHANGHAI, January 11. (Received January 12, at 10.35 a.m.) The situation at Canton is riotous since the transfer of the Government northwards. The agitators and extremists are uncontrollable. Labor pickets parade the streets carrying swords and pistols, and on the slightest pretest engage in affrays. The Government regulations are defied.
