ITALY AND SPAIN NEUTRALITY AGREEMENT. Press Association—By Telegraph—Copyright. LONDON, August 11. Surprise is expressed at the secrecy with which Italy and_ Spain have concluded a treaty comprising political and judicial clauses and stipulating for reciprocal neutrality in case of war. The 1 Daily Telegraph’s ’ diplomatic correspondent is of opinion that there is nothing to cause concern, but comments that it is remarkable how all nations are tending to_ revert to the rights of neutrality which the League Covenant aims at curtailing,—A. and N.Z.
