RUSSIA m GERMANY M. TCHITCHERIN’S PROPOSALS. Press Association—By Telegraph—Copyright. PARIS, October 3. ‘ I;e Matin's ’ Berlin correspondent states that M. Tclutcherin proposed to Dr Strosemann to extend the Treaty of Rapallo if tho Locarno Conference did not result favorably to Germany. This would mean the conclusion of a military alliance, including, if necessary, Poland, but tho proposal has not attracted the political or military leaders of Germany, although a few of tho big industrialists favor it.—Reuter.
